The focus of our study is to investigate the factors which contributed to the effective management of emergency shelters, and to suggest a better way of their management.
For this study, between April 1997 and March 1998, we conducted a series of interviews with 15 shelter leaders inn the west area of Kobe City, and with 10 groups in charge of their management.
