This study is focused on the information processing under disaster situation. One of the key issues of the information processing under disaster situation is to develop the rapid damage reporting system. The Hanshin-Awaji earthquake disaster suggested that the flood of non-standardized information caused the delay of the response operation. This study evaluates the optimal quality and quantity of information for the disaster response operation and develops a set of standardized information processing forms for the response operation. In the year 1, the research team (1) surveyed the current situation for the disaster information processing in Japan and US, especially, analyzing for Operational Area Satellite Information System (OASIS) developed by the state of California. Based on OASIS, we selected the reporting items to identity the disaster situation; (2) developed a GIS database for the Hanshin-Awaji earthquake disaster; (3) had interviews and group discussions for the disaster victims and workers to extract the learned lessons from the disaster. Based on above information, developing the probability of reporting by the disaster victims, a Monte Carlo simulation is carried out to show the transition of the disaster situation on GIS. In addition, the human causality estimation method for earthquake disaster is also proposed with Exploratory Data Analysis (EDA).
